Water Governance in Aguascalientes: Regionalization, Rescaling and Intermunicipality

Abstract
Since its foundation, Aguascalientes has had an inextricably linked connection with water. Aguascalientes has co-evolved with the Jesús María y San Francisco de los Romo municipalities, yielding a complex metropolitan water governance model. My analysis demonstrates that regionalization of water governance in Aguascalientes has been the result of urban expansion, transformation of public policy relationships leading to rescaling and the emergence of a multilevel governance model that urges intermunicipal water management in the metropolitan zone.
