Boundaries of Local Electoral Constituencies: The Case of Baja California Sur

Abstract

The aim of this paper is to demonstrate malapportionment in local constituencies Baja California Sur and describe the evolution of the problem. The essay has both formal and statistical sections, and takes into account the electoral roll evolution from 1993 to 2013 at the state, municipal, district levels and, in some cases, the sectional level. In addition, this paper analyzes the proportionality of the electoral roll. And finally, it tests an index called the Index of Proportionality District Size.
