Abstract



The paper discusses the notion of Territorial Intelligence (IT) and describes its basic components: observation, memory, anticipation, decision and negotiation. We analyze the role of collective observation in the development of a territorial intelligence system and we analyze the practices of collective observation of a group of observatories. This analysis identifies themes, methods and actors of this component of the IT and characterized the diversity of regional observatories in different contexts and purposes.
