Abstract

The construction of Santa Fe in the eighties is the result of the government's goal of turning Mexico City into a global city. As a consequence of the lack of planning of this area, thirty years later Supervía Poniente was built in order to solve the daily traffic chaos. The social and environmental impact of this project has brought up the issue of the way in which the Government of the Federal District designs and implements public policies. Governance, as well as other public policy instruments, is presented as an alternative to resolve the environmental conflict generated by this project.
