From the Procede/Procecom to the FANAR: the amendment to the 27th Constitutional Article

Abstract
This article analyzes several policies that brought Mexico’s land reform program to an end in 1992, and the implementation of the Procede and, later, Procecom programs, which during the government of Felipe Calderón were fused in a new initiative called Fanar. The study focuses on the opposition to these programs by comuneros in Zirahuén as expressed in their arguments and statements; although in 2012, various factors led them to enter Fanar.
