Transformaciones de la acción pública y del espacio público en el ámbito de la gestión del agua en México

Abstract

This article proposes to analyze water management through the understanding of public space transformation resulting from the implementation of a decentralization policy. We relate those changes with the construction of different public action schemes and the notion of differentiated territorialized management. We present four management categories: municipal authority prevalence, municipal associations, private prevalence and state authority prevalence. The article characterizes those four models and closes with some final reflections concerning the impact of policy decentralization on public action surrounding water management and the perspectives for a territorialized approach of water issues.
