Change and Continuity, Risks and Opportunities: Effects of the Turnover of Personnel in the Political-Administrative System A Network Analysis

Abstract
The constant turnover of political and administrative cadres poses strong challenges for the management of public affairs in Mexico. Among the most visible effects of this social fact, the literature lists the limited specialization and professionalization of public personnel, the discontinuity of government actions and the low levels of accountability. The objective of this work is to illustrate the structural characteristics of the system derived from this constant circulation of personnel. This transit is not random, but presents certain structural regularities; to this end, the profile and professional trajectories of the holders of three federal delegations are analyzed using the network approach.
