Resumen

En la frontera norte de México, Ciudad Juárez se ha enfrentado en las dos últimas décadas al efecto de una serie de factores negativos, como delincuencia, violencia, condiciones climáticas atípicas, disponibilidad de agua y restricciones presupuestarias. Estas adversidades dieron lugar a un deterioro de la calidad del espacio verde urbano. La literatura sugiere que el involucramiento y participación de las partes interesadas son imperativas para la eficaz gestión de estos espacios, ya que el gobierno local es incapaz de hacerlo. El objetivo de este trabajo es presentar las lecciones aprendidas en un proyecto de intervención en un parque público en un sector habitacional de clase media en Ciudad Juárez. El equipo de actores incluyó representantes del gobierno local, academia, vecinos del sector, consultores privados, proveedores locales y dos organizaciones no gubernamentales. Los resultados muestran que es posible aumentar calidad y sustentabilidad del espacio, reconfigurando su diseño para incluir estrategias de Infraestructura Verde. Una vez reconvertido, la responsabilidad permanente de la gestión del parque se realiza con la adopción de una innovadora visión de cogobernanza en la que las autoridades locales se coordinan con los residentes del sector. Se concluye con un análisis de los conflictos, obstáculos y logros de este ejercicio y la recomendación de una agenda de investigación.

Abstract

During the past two decades, the northern border city of Juarez, Mexico has been facing the compounding effect of a series of negative factors, such as crime, violence, atypical climate conditions, water availability and budget restrictions. Such scenario resulted in an undermined quality of urban greenspace. Literature suggests that stakeholder’s involvement is imperative to manage urban green space, because local governments are incapable of doing it alone. The objective of this paper is to present the lessons learned from an intervention project in a public park located in a mid-class neighborhood in Juarez, Mexico. The group of stakeholders include representatives from the local government, academia, neighbors, private consultants, local suppliers and two non-governmental organizations. Results suggest that it is possible to increase the quality and sustainability of the park by reconfiguring its design conception to include Green Infrastructure strategies. Once reconverted, the ongoing responsibility of managing the park accomplishes adopting an innovative co-governance arrangement in which local authorities coordinate e interact with neighbors on an equal-to-equal basis. The paper finalizes discussing the many conflicts, obstacles and achievements of the project and recommending a future research agenda.
